One of Designing Streets’ policies is that planning permission and Roads Construction Consent (RCC) processes should be run in parallel.

To achieve consistent benefits from this approach, Scottish Government developed and tested a framework that aims to align information for both consents and streamline decision-making. Findings show that this approach can:

  • - improve certainty for applicants; and,
  • - provide consistency across local authorities

A Letter from the Chief Planner (http://www.gov.scot/Topics/Built-Environment/planning/Roles/Scottish-Government/Guidance/ChiefPlannerLetters) encourages all authorities to follow this consistent approach for housing developments and align timescales for decisions on both consents. This reflects the commitment within the Joint Housing Delivery Plan for Scotland to ‘improve timescales and processes associated with development consents’.
