The Early Years Framework

The Scottish Government and COSLA worked together with a variety of partners to develop the *Early Years Framework, published in 2008. At the heart of the framework is an approach which recognises the right of all young children to high quality relationships, environments and services which offer an holistic approach to meeting their needs. The framework concerns giving children the best start in life and the steps the Scottish Government, local partners and practitioners in early years services need to take to start them on that journey.

One of the priorities of the Scottish Government Early Years Framework is the need to develop local play and greenspace policies to improve play opportunities for children. This involves the promotion of positive environments for children and families through planning, regeneration and transport policies.

* For the purposes of this framework, early years is defined as pre-birth to 8 years old.
